Beilun Basics
The Beilun District is located to the west of the Pacific Ocean, in the mid-coastline of the Mainland China, and in the east of the Ningbo City, with the Yongjiang River to the south and the East China Sea to the east. It is embraced with sea in three sides, with the Hangzhou Bay to the north, the Xiangshan Harbor to the south and the Yinzhou District to the west. In 1984, the Beilun District was established and it covers a land area of 585 k㎡ and a sea area of 258 k㎡ . The Beilun District governs 6 sub-streets, 2 towns and 1 rural township with totally 215 administrative villages and 34 residential communities. The Beilun District has a registered population of 360,000 and a resident population of 700,000.

At present, there are 5 state-level development zones in Beilun District: Ningbo Economic and Technological Development Zone, Ningbo Free Trade Zone, Daxie Development Zone, Ningbo Export Processing Area and Ningbo Meishan Bonded Port Area, which makes Beilun one of the highly-opened areas in Zhejiang Province.

── Approved by the State Council, Ningbo Economic and Technological Development Zone was established in October 1984. In October 2002, in order to speed up the development of Beilun District, CPC Ningbo Municipal Committee and the People's Government decided to reform the administrative systems of Beilun District and the Development Zone, combine the two areas and carry out the principle of "one leading group and two signboards".
──Ningbo Free Trade Zone was established in November 1992 after approved by the State Council.
── Daxie Development Zone was established in March 1993 after approved by the State Council, enjoying policies for state level economic and technological development areas.
── Ningbo Export Processing Zone was established in July 2002 after approved by the State Council.
── On February 24, 2008, Ningbo Meishan Bonded Port Area was approved by the State Council, the fifth bonded port nationwide.

In 2009, the GDP of Beilun District reached 44.65 billion yuan, increasing 10.1%. The fiscal revenue reached 8.57 billion yuan, increasing 8.3%, the total investment in fixed assets was 26.52 billion yuan, increasing 5.8%, and the total amount reached a record high. The per capita disposable income of urban residents reached 27,368 yuan and the net income of rural residents reached 13,414 yuan, increasing 9.2% and 13.2% respectively.

Port Construction
Beilun Port owns reputation of “the Pearl on the Crown” among all the Chinese ports. It now has 305 working wharfs and 60 are deep-water ones, which include 250,000 DWT level crude oil wharf, 200,000 ton level ore transfer berth, and 8 international container berths that can hold the largest container carrier in the world. At present, the sea routes are open to all large ports in China and 600 ports in over 100 areas and countries in the world, including regular international container lines to Hong Kong, Japan, Korea, Singapore, USA, and Europe, etc. In 2006, its cargo throughput was 300,000,000 tons, and the container freight volume was over 7,000,000 TEUs, the second and fourth among Chinese ports and the fourth and thirteenth among world ports.

Opening UP
In 2009 Beilun introduced a contractual foreign capital of 760 million USD, with the actually used amount of 620 million USD, which represented a third of the city’s total and ranked the first in Zhejiang. In addition it introduced a domestic capital of 620 million yuan. The government encouraged enterprises to expand the market at home and abroad and adopted incentives to promote the foreign trade. It developed the pilot program on the credit and insurance guarantee mechanism for SMEs. As a result, the risks of export earnings have been lowered and the declining momentum of export curbed. The total import and export of foreign trade was 10.65 billion US dollars, down by 10.8% as against 2008. The export was 5.26 billion USD, going down by 14.1%, with the decrease lower than the average of the city.

Six Port-related Industries
Energy industry. With LNG, the east sea oil landing project, Beilun Power Plant and other important self-owned power plants as backbones.
Petrochemical industry. With a total investment of 7.6 billion USD and large factories as Taiwan Plastics, Mitsubishi, Yisheng Petrochemicals, Esso Petrochemicals, Yashuo Technology, Pacific Chemicals, Heqiao Chemicals and Linde Gasr as backbones.
Iron and Steel Industry. With a total investment of 4 billion USD and Baoxin Stainless Steel, Ningbo Iron and Steel, Huaguang Stainless Steel as main bodies to produce over 1 million ton iron and steel products.
Automobile industry. With Geely Automobile, Top Group, Xintai Machinery, Minth Group as backbone enterprises to construct a competitive automobile and automobile-related industrial base. Ship-making industry. With Samsung Heavy Industry and Hengfu Ship Making as backbones.
Paper-making industry. With a total investment of 16 billion yuan, and Ningbo Zhonghua Paper as backbone.

Six Advantageous Industries
Plastic Machinery. The plastic machinery industry is the main export-oriented industry of electromechanical products in Beilun District with domestic enterprise Haitian, Hong Kong funded enterprises Zhenxiong and Lijin, Taiwan-funded enterprises Jinji, Tianxing, Nanrong, Lutai, and Jiangjun, Japan-funded Sumitomo, Korea-funded Woojin and German-funded Demag as backbones. Beilun also owns the national level plastic machinery quality supervision center.


Textile Industry. With Shenzhou Group, Veken Group, Reward Wool, Koyo Blanket, Nishidashin Weaving & Dyeing, and Qiaotaixing as backbone enterprises to build the largest textile industry base in Beilun.
Mould Making. There are about 600 mould processing enterprises and it has been named “Home of Mould-Making” by China Moulding Industry Association with enterprises like Ningbo Automobile Lights, Beilun Mould Forging and Ningbo Xinda Mould as backbones.
Stationery industry. With representative enterprises are Ningbo Beifa Group Co., Ltd., Ningbo Yongfa Group Co., Ltd., and Ningbo Chenglu Stationery Manufacturing Co., Ltd., etc. In 2002, China Light Industry Association has named the production base of Beifa Group "China Pen Manufacturing Town".
Grain and Oil Food Processing Industry.With Ningbo Malting, Golden Agri-Resources Ltd, CP Group as grain and oil food processing backbones and Hillsea, Haishi, Ningbo Jiabike as water product processing enterprises and Fareast-80,000-tonnage cold storage from Korea as backbones.
Logistics. 21 projects have been introduced recently with Maersk, UPS, Mediterranean and Qinhui as backbones. A complete logistic industrial chain has been formed.

City Construction
Industrialization has promoted the urbanization in Beilun and the city framework of “one body with two wings” has been formed. Until now, 10 billion yuan has been invested and the Phoenix Mountain Theme Park, the Administration Center, the Center Square, the Sports and Arts Center, the Harbor Affairs Building, the Jiufengshan Scenic Spot, the Manhattan Square and Phoenix Shopping Street have been completed while several other important projects like Grand Regency Hotel and International Shopping Center being build.

New Countryside Construction
With the economic strength growing rapidly, we have attached greater significance to the development of the countryside by concerning more about the farmers, farmland and agriculture, which has laid a solid foundation for future construction.

Social Welfares
While attaching great importance to economic development, we have also made great efforts in social development and have won the honors like National Technology Advanced Area, National Culture Advanced Area, National Sports Advanced Area, National Environment Advanced Area, National Health City, National Gardening City, National Best Sports Organizer City, National Best in Family Planning Service, National Best in Civil Affairs, ISO14000 National Model, and other provincial honors such as Zhejiang Technology Advanced Area, Zhejiang Education Advanced Area, Zhejiang Sports Advanced Area, Zhejiang Peace Area and Zhejiang Civil City.

Aims
The main guideline of the government is “to enhance the comprehensive competitive edges, to uplift the industrial structure, to strike a good balance between the urban and rural areas, to build up a society of harmony and to promote the ability to serve the people”. The future vision of Beilun will be a rich, open and harmonious area where everyone can enjoy the fruits brought by the economic development.

Beilun aims to double the aggregate production and financial revenue in 2011, with the GDP to reach 70 billion yuan, up 15%, with the per capita GDP to reach 13,900 US dollars. The yearly growth rate of the general budgetary revenue is to reach 15%, totaling 11.5 billion yuan and the comprehensive economic strength will be among the top districts and counties in China.
