To further attract overseas talents and nurture a better climate for business startup, the sci-tech park of Beilun has worked out three measures for introduction of high-ranking talents with overseas study background.
Firstly, making efforts to work out incentive policies. Special startup funds have been set up to give financial support for startups. So far, about 40 returned scholars have been aided by the fund. The government have made great efforts to promote the cooperation between banks and companies, encourage companies to go public and provide registration and personnel recruitment and training services for startups. Each year, the Park organizes 5-6 times of personnel training for those startups of returned scholars. In recent years, a total of 1500 people have been trained. Meanwhile, saloons and seminars of returned scholars are organized often to nurture a good entrepreneurial sprite.
Secondly, making efforts to gather returned talents. The Beilun government is making full use of the platforms of the ZJITS, the Sci-tech Talents Week, the Startup Tour of Returned Scholars, the introduction of investment projects, counseling meeting of startup polices, etc, to attract leading talents and investors to start up businesses in the Sci-tech Park. By the end of June, 51 startups of returned scholars have made home in the Park, involving 55 returned scholars, with the registered capital of 17.1 million USD, with the investment totaling 25.19 million USD.
Thirdly, upgrading service level. As there are a great many high-end talents returned from abroad in the Sci-tech Park, the Park helps startups to apply for various incentives. One returned doctorate and three returned scholars have been included in the national talent plan and the provincial talent plan, who have been granted allowances of four million yuan. The Park works together with zhilianzhaopin to set up personnel recruitment platforms for companies. Over 30 companies in the park have joined the platform.
