A few days ago, National Development and Reform Commission prepared the photovoltaic power generation price policy in 2018 and reduced the power generation price of photovoltaic project. From the perspective of polity, benchmarking power price of the photovoltaic stations put into operation in Beilun will be RMB 0.75 and full electric quantity subsidies standard for the distributed power generation project will be reduced to RMB 0.37/KWH after January 1, 2018.
It has been learnt that in order to promote the development of renewable energy sources and implement Energy Development Strategy Action Plan (2014-2020) of General Office of the State Council with respect to the deployment of gradual decline in the new energy benchmarking grid purchase price, National Development and Reform Commission printed and distributed Notice on Photovoltaic Power Generation Project Price Policy in 2018 to clearly reduce the photovoltaic power generation price in 2018 a few days ago. According to the notice, for the photovoltaic power stations put into operation after January 1, 2018, the benchmarking power price in Category I, Category II and Category III resource areas will be reduced to RMB 0.55/KWH, RMB 0.65/KWH and RMB 0.75/KWH respectively, which will be reduced by RMB 0.1/KWH respectively compared to the power price in 2017. For the distributed photovoltaic power generation put into operation after January 1, 2018, the full electric quantity subsidies standard for the “self-generation for self use, residual electricity on-grid” mode will be reduced to RMB 0.37/KWH, which will be reduced by RMB 0.05/KWH compared to the subsidies standard in 2017. For the distributed photovoltaic power generation projects adopting the “full power on-grid” mode, the photovoltaic power station price in their resource area shall be executed.
In recent two years, the photovoltaic power generation projects have developed rapidly, and the distributed photovoltaic project have dominated. According to the statistics, the installed capacity of grid-connected and distributed photovoltaic power generation projects has realized in 2017 reached 57 MW, exceeding a half of the installed capacity of the grid-connected projects through the years. From the perspective of national photovoltaic power generation price policy in 2018, the accumulative full electric quantity subsidies for the distributed photovoltaic power generation projects in Beilun District will exceed the benchmarking power price for the first time, and it will effectively guide and encourage more investors to adopt “self-generation for self use, residual electricity on-grid” mode.
In China, the photovoltaic industry has developed rapidly, and the cost has also declined rapidly. The benchmarking grid power price after adjustment can continue to guarantee that photovoltaic power generation projects will obtain the reasonable earnings, guarantee the investment appeal of then new energy projects and promote the sustainable and healthy development of photovoltaic full industry chain.
